Cut school holidays for higher acheivers?

The Mayor of Chicago has made controversial claims that if the economy is to perform on a par with Chinese and other East-Asian countries, its got to be the kids that put in longer hours.

This claim seems to ignore those education systems in Scandinavian countries (where children start school at a later age and spend less hours in the classroom) which produce consistently high-performers.

Whilst talk of reducing school holidays in this county is sporadic, if changes were to be made the effects on the travel industry would be dramatic.
